Councils will do anything to avoid cutting their overmanned offices / overpaid / underworked staff. When the frontline is affected, they can then blame the government for the effect the cuts are having. The Civil Service and other publicly-funded organisations will all play the same trick.

Only the stuff they don't dump on industrial estastes (which apparently can't be gated because of 'freedom of access' issues with 'public' roads) at nights and weekends.

Coincidentally, we've just had a (commercial) 8-wheel, ro-ro skip load of cardboard tipped last night on the public road outside one of our buildings...
