Where and to whom should the Government announce what its policies are?

We used to have the situation where the Labour Government told the press what it was doing before they told Parliament.

Last week we had the situation where the coalition Government announced something it had done (asking Europe for permission to reduce fuel duty in certain areas) to the Scottish Liberal Democrat conference in Perth.

So where and how should the Government (of any colour) be announcing its policies?

In Parliament would be nice, the reality is probably more likely to be an announcement in Brussels though.

Many issues raised in this story

First of all the scottish bashers will get angry at everyone in scotland getting paid £5 a litre to fill up .

Secondly why the hell does the UK governement need to ask the EU to lower tax? Can't we just tell the EU to fk-off

Thirdly why is their a labour minister complaining about the duty rise that labour brought in themselves a few days before they pissed off
