It's not like labour were the only ones to abuse stealth taxes.

Who invented the fuel tax escalator?

Oh yeah the Tories.

What constitutes a "stealth tax?"

The Oxford English defines stealth as secret, or a secret procedure. So do we have secret taxes? The short answer is no, but there are of course quite a few that the government don't want you to remember.

Like National Insurance, f'rinstance. A tax by any other name. "Real" basic rate taxation is not 20% as the government would have you believe - for 2011/12 its will be 32% if you are on PAYE and not contracted out, 30.4% if you are contracted out or 29% + £130 if you are self employed. But yoy'd know that if you looked on the HMRC website or read their leaflets, so it isn't secret is it?

Likewise, VAT on fuel, which is also charged on the specialo fuel duty that each litre attracts. When fuel and/or fuel duty goes up, so does the VAT on it. So is that a secret tax? Not if you know about it it isn't.

Give us a clue - what stealth taxes had you in mind?

Since most people are ignorant as to how tax codes work, I would expect that even Income Tax is a stealth tax to the majority.

Well it certainly isn't a tory tax! it was introduced by asquith in 1909. A liberal.

Labour had been in office for three years in 2000 when we had the fuel protests, why didn't they stop the escelator you complain about?

Stealth tax = 1% added to employee National Insurance contributions without any upper limit.

New Labour: "We have kept our pledge not to increase the rate of income tax".

Go figure.

Or announcing with great fanfare a reduction of the rate of income tax, but burying the news they were also abolishing the 10% rate in the small print of the budget text.

Fiscal drag was another favourite - not adjusting tax allowances with inflation. This had a very large effect in some cases - look at income tax. The number of high rate tax payers doubled between 1997 and 2008. It was a widely employed tactic and difficult to spot, because on the face of it nothing changes.

Stamp duty thresholds were not adjusted in line with the increase in house prices, meaning many more people paid stamp duty, and more of it than previously.

There is quite a large list here.

The 10% tax rate abolition was included in the budget speech - everyone I worked with in the tax practice of a large accountancy firm looked at each other in disbelief when he said it.

Ah, it was the previous year's speech it was mentioned as an intention. In the year it actually happened it was left out of the speech.

That sounds right now that you mention it.

The list of "stealth" taxes attached earlier is selective in that it basically lumps most tax rises in as "stealth" and doesn't mention any reductions in tax (VAT on domestic fuel as an admittedly rare example), or where the reason for an increase was a result in much wider reforms (e.g. stamp duty being replaced by SDLT as a result of certain members of the tax world avoiding potential liabilities under the SD regime.

Ah, thats not a tax but, if it happened in other country we didn't particularly get on with, like Zimbabwe for instance, it would be called corruption. Or "palm oil" if you're feeling generous.

"Yes, well we'll let you build that estate there, provided you let us have some of the houses on the cheap."

Apparently, if its not an African dictatorship or certain eastern European and Mediterranean countries doing it, its perfectly all right, you see rolleyes

Funny old world, innit?
