It was going up anyway, regardless of what party got in. I recall hearing long before the election that the EU/Germans had made noises about us only having a rate of 15% and that it was unfair and it should be 20% so we best do it or else.

I view this as a stock political smoke and mirrors response. Darling knew it was going up because he had the EU memo too.
