I don't think the prison service have the space, money or staff to look after everyone who should be in prison. Therefore when numbers get too much they send the surplus to an open prison and it's not called open for nothing. They then "forget" to lock the doors and whilst being distracted by another prisoner shouting "look, it's the Goodyear blimp!" the requisite number to balance the books skip off into the distance.
