I think it was at the time, but further evidence has come out since the conviction.

He had the opportunity of an appeal but declined it before he was released on compassionate grounds.

I suggest that people have a look a Private Eye's investigations into the matter; evidence was withheld by US & UK governments at the time.......

..give it long enough and a decent campaign and almost everyone convicted of a serious crime seems to get pardoned eventually.
