If Tony Blair does become EU President, and the press can successfully connect the irony of that with Brown refusing a referendum on the treaty, it's yet another nail in the coffin for Labour.
If Cameron has any sense he wil announce a referendum will be held within 6 months of a Tory win and, if we are signed up to it before then, he will revoke it as soon as they're elected. Big vote winner.

Those that argue that if it gets ratified before the Tories get into power then effectively they have been handed a fait accompli and to do anything that would back out of that would be harmful to British interests are in theory right. It would indeed be a bitter pill, but nonetheless it remains true.
That said however, I see nothing remotely wrong in any way shape or form with a democratic population being given a say. I think we will find it very hard for Brussels to complain about British actions if the winning party in a General Election set out before the Election and before ratification of the Treaty that if they were elected they would give the population a Referendum. There has to be some very careful and light treading on this subject at the Inter-govt level so they are seen to be doing things the right and correct way.
Just walking into power and blatently saying "no we hate Europe, we are ripping everything up" will just piss everybody off and cause untold damage to Britain. Do it the right way though and you can steer a course that presents you as honest and honourable. That will be Cameron's challenge.
And with Sarkozy proposing Blair as President, you just know he is pissing himself laughing at the mischief he is causing Britain. Blair as we all know doesnt give a crap about Britain or about Europe really, but he does care about a "legacy" about being Blair the Man.
