Snake with Arms
Discussion
Yes the muscular body contractions could account for the apparent movement of the limb, but the timescale of feeding and digestion and nature of the limb and its attachment area seem to suggest it's a part of the snake. If it was previously part of something the snake had eaten that had pushed through the snake's skin trying to escape, would the 'hand' not have atrophied by this stage? If the raised area is scar tissue, it would take time to form. Or - and it would be equally weird if this had happened - the snake's body incorporated the protruding limb in the manner of a transplant. Any way you look at this it's very odd for sure.
