I think i had this letter about 2-3 years ago. Private pensions aren't performing as well as the government hoped so i believe they are stopping SERPS opt out.

I had a pension that i wasn't contibuting to and was told to convert it in to a stakeholder or all the fees will erode the current pension (don't know why fees were all of a sudden being charged) so i converted it and hey presto it lost a third of it's value after the first year of being a stakeholder - thanks Mr Brown punch

Serps is being replaced with the S2P. However you can still opt out of it.

Many pension providers advise opting back in once you reach a certain age, which may explain the letter.
