How do we "fix" society?

I appreciate that it is a big statement and an even bigger task of fixing society in Britain, but who or what is going to improve this before the country itself implodes under the weight of the social system?
I see on a daily basis, a huge swathe of career-unemployed generations passing on their distaste for employment and a civilised society to their young thus increasing the problem year on year. The lack of interest in getting a job appears to also coincide with the interest they take in their children, their properties, and the area in which they live. The problem is increasing year on year as this underclass reproduces at a greater rate due to lack of education/interest in what the future holds. The social provides for those who have children and we see scores of young girls getting pregnant "so they can get a house/flat".
The 3 major parties in this country appear now to be images of each other. I see little to divide between Labour and the Conservatives and have little faith in either of slowing the problem.
Is it time that we stopped handouts to those who refuse to contribute? Do we risk the increase in those living below the poverty line to stop this continuing burden upon the rest of us?

I'm sure some stuff needs minor tweaking but that'll do.

I might pull #3 and just abolish child benefits. That said, there are 61 million reasons not to.

Maybe make those people who choose to live on benefits see the impact of their lack of action?

The people actively choosing to live on benefits because they believe they are 'entitled' are actually taking away from the far less fortunate, and in most people's minds that is morally reprehensible. But a lot of those 'entitled' are ignorant of this fact...Time to educate them.

The people actively choosing to live on benefits because they believe they are 'entitled' are actually taking away from the far less fortunate, and in most people's minds that is morally reprehensible. But a lot of those 'entitled' are ignorant of this fact...Time to educate them.
Just stop benefits. Stop them, outright, tomorrow. Forget sterilization programmes and other nazi stuff, because it's, well nazi stuff, and puts too much power in the hands of administrators and enforcers. Would you want the DVLA to decide who could breed or not?
Stopping benefits would force people to either support themselves, or rely on friends and family who are much more willing and better able to demand a certain standard of behaviour in return than even the most totalitarian state ever can. Sure it would take a few years to filter through, but it would be worth it.
Tough criminal justice and corporal punishment in schools are fine, but they have to be respected, otherwise they just become the focus of contempt. To be respected they have to be part of a wider societal change. They have to go hand in hand with a culture which rewards success and punishes misbehaviour in a consistent and reasonable way, otherwise they are just an arbitary excersize of power.
Seriously slashing taxes would be a good step as well. Abolish capital gains and income tax, as these are ways of punishing people for making investments and earning money. Which is exactly what you don't want to do. Also abolish punitive duties on tobacco, alcohol and petrol etc. It is up to people to decide how they spend their money, not the state.
People respond to incentives, and at the moment the incentives structure in England is something like: the more you fk around the more attention and support you get, while the more succesful you are, the more tax you pay and the more you fall foul of the infinite bureaucracy and regulation of the overmighty state.
