I read that policy as effectively saying to the council workers: we want you to do the same amount of work, but you've got one less day and one day less salary to do it.
Or to cut to the short of it, they're going to pay off the defecit by taking it out of the council employee's wages.
Come to think of it, that's probably not a bad idea.

Merely pointing out that the phrase could have been "Non essential services like pen pushers, planners, diversity facilitators, and all the other public servants who seem to do nothing more than sit around playing with their testicles, are to close."
