I am struggling to see a down side here, other than that 10 years is a long time to have to put up with them in the first place.

That rather depends on what combination of factors caused them to drop out in the first place.

My Mum (a secondary school teacher) was dealing with social services a year or two ago over a pupil who was excluded from school for behavioural reasons. IIRC she had a troubled history of parental (sexual) abuse, and possibly a suicide in the family, can't remember all the details.

Still, f'ck 'em all. If they can't get into line and be good little tax-paying worker bees we're better off with them dead.

I can't believe this category is such an issue as to have earned it's own moniker. What a pathetic, gormless bunch of twerps. I suppose some must have real issues, mental health issues and social disadvantage and the like but, I'm thinking work camps maybe?
