Far be it from me to say, but don't those piles on the bottom of the building look somewhat short?

Bizarre. It sounds like they dug a hole under one side of it and it just toppled over, I guess that's why it stayed together, the internal structure was relatively sound.

Foundation supports are hollow. Corruption (not surprising) between developers and inspectors is suggested. Are any buildings built in China these days where it is not the case?

The buildings in the background don't look vertical either. I'd avoid putting down a deposit on any of those flats.
