Yet another hair-brained scheme to waste taxpayers money, paying people not to kill themselves!

On this basis I must be due a few grand of my tax back, seeing as I haven't smoked for a good few years?

Yes, but I don't want to be 'trained' by these people.Perhaps we can train MP's to bugger off and let us got on with our lives without them meddling...then again maybe not. No point rewarding a toddler with a biscuit if he knows he can just help himself to the cookie jar anytime he likes...
This scheme will be over-run with non-smokers pretending to quit.
Either that, or enterprising non-smokers will tout their smoke-free breath for hire to those who ca't give up but want to scam the system.

What by the NHS trying to cut down their revenue?Smoking related illnesses cost about £5 billion.
Smoking income is over £10 billion, and those people will be living longer so costing more through pensions and general healthcare.
