I realise that, but why do they come up with these targets. Is it purely because the 'white van man' is a target of ridicule, so they think the public will not object? It's absurd. Where on earth do these people get off? I am so glad I don't live in the UK, and even gladder that I shall never be returning. They really are a joke.
Right - so we all now order our stuff online because high streets everywhere are home to the same sh*te as a variety of businesses have been forced to move out or retire by way of soaring real estate prices over the past couple of decades (and customers became less willing to deal with councils' anti-car antics, anyway). Then they 'complain' about a rise in the number of delivery vans? Right. A generation or so ago councils made everyone with jobs, families etc. move from the cities to the countryside, but of course the traffic congestion that resulted because the jobs didn't moveb from cities, of course were 'our' fault, too.

Every time you see the words "impact", "growth", and "CO2 emissions" written by any organisation even tangentially linked to this govt, you just know some poor fker is imminently going to be fked some more.
Actually, whenever I read a "University study has revealed" soundbite these days, I automatically know that some time in the near future large portions of the populace will be forced into yet more costly and joyless lives, lived without eggs / meat / sex / fruit juice / cheese / milk / rock music etc.

4x4s were used to good effect in the same way.
Blame 4x4xs for the school run, global warming, terrorists, killing children, polar bears stranded on a small block of ice etc etc.
Create calls to price them off the road in the media.
Introduce extra high car tax classes and proclaim in the media ‘4x4 owners to pay more tax’. Hooray! everybody is happy.
Just don’t mention that most other decent cars are to be included in the tax hike.
Job done.
Then come the recession and then the taxpayer is expected to bail out the one carmaker that the government have been trying to ‘price off the road’.
So nobody like white van man. Let’s tax them off the road unless they have a thumping great big battery in the back instead of all the goodies they normally carry around for us.
Better restrict him to 30mph too.
