It has escaped my notice, but who are the people who work in the Fees office who say yay or nay to the MP's expenses - are they fellow MPs or civilians or what?

Most likely other Civil Service types, probably highly capable young graduates with lots of knowledge in their specialist field, like this one in the banking sector:

Read in the Telegraph report this morning that they (Fees office) actively encouraged MPs to claim for mortgage interest payments although they knew that the mortgages were paid up.....
Crime and criminals... MPs and their assistants...

Love to know what she actually studied (if she actually did). Probably Media Studies in relation to communist propaganda and the labour party!
