Well it only applies to people sentenced (and those signing their contracts?!) before the jackets were introduced, so it ought not to apply to anyone else. The good news, shirly, has to be he feels humiliated to have to wear one. Exactly! So maybe it works, and maybe he (and is ilk) won't do the crime if they can't the 'time' (so to speak) in future. Publicise their crimes in their communities, parade them through the streets for what they are criminals. Shame 'em!
I don't understand what his problem is anyway. The jacket says "Community Payback", not "I've been a naughty boy" or even "I'm a lying, cheating scumbag, please kick me". It's not like it's blatantly obvious what's meant by community payback.
