Their not actually loosing money though are they, their just wont making as much as they thought?

Yes because the Revenue are being given £1bn extra to help enforce it. So more civil servants and no increased tax yield.

If it was an investment, then yes.

Not sure it's the answer to £700 billion debt, as was implied by the gov't though.
