It was Gloucester Crown Court and I can't find sentencing remarks. (Apparently Juvenile Courts don't publish them.)
Obviously insanely light sentence but most likely the problem is with the sentencing guidelines not with the judge. The article is very selective with choice of words IMHO to make the story more newsworthy by making the judge look like a nutter. When you see individual words as quotes linked by paraphrasing you can be 100% sure the journo is badly distorting what was said.
Either way, the system is mental, stab 2 people you need a credible punishment and our courts don't do that.

If the judge says he not a danger, and then a year later he reoffends, are the judges decisions/statements ever brought into question/review?
