Just read the BBC article. It’s astonishing how this guy was allowed to stay on the streets despite him having a record of multiple sexual assaults. At one point he was on bail for o e set of offences and committed another group of assaults on the underground while he was awaiting trial. Just astonishing.
I can’t help thinking this was down to jail overcrowding and clogged up justice system as much as it is to the incompetence of the two police officers who carried the can.

Something in terms of how they're recruited, there backgrounds, their peer groups, the (complete lack of) challenge to their behavior, the entitlement and power they have...
Again and again "bad apples" are found, but surrounded by "good apples" that condone and permit this behaviour.
From what I read it's not an easy job, and i feel society is very much better off with a police force.
But I just wish they would ask more from themselves in terms of behavior like this.
I would add for balance that there also seems to be growing issues in wider society on this topic as well.

On reflection the thread title is wrong. In this case it's the whole damned justice system that cocked up.
Somehow at every single opportunity - and there were bloody loads of them - it put Levy above the victims.

Do you think that the awful outcomes here could have been avoided?
I think they could have had those involved in the chain of events had not been hampered by the chronic underfunding of the justice system and the fact that some elements of the system seam to continually promise improvement but actually DO nothing to move the needle.
