It seems unlikely that he was unaware of the huge wave behind, and if he wasn't that's just evidence of the poor standard of driving. If he was aware, then he could either claim he thought it wouldn't have caused any additional damage (it did cause substantial damage) or he didn't care.
Even without the damage it's simply dangerous to drive through such deep water in a town - you can see the tractor smashing over... stuff, kerbs?

I maybe missing something here: the shops are already several feet of water. He’s created a wash that pushes the water a foot or two higher but the damage has already been done?
Very possibly the water was higher earlier in the day.
Sure he piled on through but none of the shops are any less damaged by his actions?

Flooding in Tenbury is all too common. People will have moved possessions up higher already, but 'a foot or two' smashed windows, swept stuff off tables, etc.
