This looks like it's going to be fun to sort out.... and one has to ask how the hell are foreign residents and entire families all eligible to sign up for these kinds of things in the first place?

It seems like everyone who should have been doing some due diligence, assumed someone else was doing that due diligence but happy to take the cash.
