Sounds like a targeted hit with fast acting poison in the drinks IMO, I have a feeling that when the victims identities come to light, at least one will either have ties to ‘the underworld’ or be in a high ranking position of power.

Possibly a leak from the air conditioning system, for which leak detection systems and alarms are required in the U.K.
