I believe this is the sort of thing that the phrase "detained indefinitely under the terms of the mental health act" was invented for.

Nothing new. It can happen anywhere, and not just now. I related this story years ago on here.

When we moved into our first home in the mid 70s I came out one Sunday morning to give the car a wash, looked up to see a very young boy right at the end of our road who had a cat by its tail - it was the cat's distressing meowing that alerted me.

This kid then literally spun round still hanging on to the cat's tail - I yelled very loudly at him. The kid's reaction was then let go, in a hurling fashion, and the cat flew through the air. Kid ran indoors. A neighbour opposite came outside and inquired what all the noise was and what was happening?
When I told her, she said three words 'Oh, he's nuts!'

I thought no more of it until I heard the family's name come up in conversation in the pub months later. The kid also had a pet rabbit, now dead. He'd stamped on it's head.

Often wondered where he ended up.
