Sounds to me like what happens when you outsource regulatory enforcement to a body solely interested in its cut of the revenue, and don’t give a toss what they do so long as you get your share.

Yep, like everything today they'll go after the easy targets. Nice people who'll admit it, and won't attack them.
You can be pretty sure if some dodgy looking guys turned up and threw their McDonald's wrappers or whatever in the layby, they'd pretend not to see.

It's a fundamental consequence of the payment-via-fines method - especially as there seems to be no comeback if one is issued incorrectly. So they fire them out everywhere and hope they stick.
Perhaps they should be paid by demonstrating an absence of litter, rather than by how many fines they issue.

Call the warden a pervert and threaten them with a charge of attempting to solicit cottaging. If the warden wants to present eye-witness evidence of the act of urination then that will also be evidence that they are a sex offender and should be placed on the list.

Let's see how many of them will volunteer information when knowing that!

A layby is not a public toilet. It's not acceptable to pull into one with family to be greeted by a man who with no self-control with his dick out. More to the story etc but men urinating in public has become a noticeable 'thing' recently.

It appears, though, that they parked in the layby and walked into the woods for a pee.

If the sign above the woods said 'public toilet' there's no problem then. Friend of mine had bladder cancer, he bought a urine bottle for about £5 from Amazon for 'caught-short' emergencies.

I am unconcerned with what other gents do to each other, as long as they are discreet and keep it away from anyone else and dont leave a mess., I say crack on, or off, or whatever tickles your fancy biggrin

Sadly for the purposes of humour, the two men referenced were both alone and caught on different occasions.

If that was the case they should be prosecuted for indecency. They're not though, there being prosecuted for littering.
