Opinions on this thread aside, that article makes for desperately, desperately sad reading, I feel utterly deflated that such depravity exists in the UK in modern times. It seems quite clear that both the victims and the perpetrators are products of an area of society that nobody should be occupying in this day and age. How incredibly depressing.

The question that has been raised is why people react differently. As above if this was an Asian grooming gang the reaction and participation levels would be huge.
It feels like people aren't so interested in the crime. It's more who commits the crime that triggers them.
