Could anyone explain the Barnett Formula to me, please?

I have read the wikipedia link, but I don't really understand it. Could you explain it for me, in short, easy to understand, words?

Scotland get a little more per head essentially because it costs more to provide like for like benefits in Scotland that is to say providing healthcare in orkney costs a bit more than in Wolverhampton
