Could anyone explain the Barnett Formula to me, please?

I have read the wikipedia link, but I don't really understand it. Could you explain it for me, in short, easy to understand, words?

Which nation, if any, does it benefit? Which nation is adversely affected?

When government money is spent on something that only is of benefit to England the rest of the UK get a payout.

The amount they get is calculated using the formula.

Say 1000 people lived in England, 100 in Scotland and 50 in Wales.
If the budget in England went up by £1000 then the Scottish would also get an extra £100 and the Welsh £50 to keep it in line.

The Scottish and Welsh local governments then decide how to allocate their money locally.

Scotland get a little more per head essentially because it costs more to provide like for like benefits in Scotland that is to say providing healthcare in orkney costs a bit more than in Wolverhampton

yes Is also what Devolution is supposed to improve, when the parliament is actually focussed on its job and not grandstanding.

Don't think the English had any say in it.The vote was only in Scotland and they voted to stay.

Third highest tax revenue per head behind London & the South East. Scotland brings in plenty of tax, despite the total incompetence of the Scottish Executive.
