ULEZ - Khan's Clamps Ambulance

An ambulance operated by a private company has been clamped by Khan and his authority. Aparently ambulances are not except from ULEZ charges.

Apparently they have been told to scrape the vehicle, the authority will give them £2,000, even if the vehicle was not a specialist vehicle it be worth what £5,000 plus.

Misleading, it's not an actual ambulance, it's a private ambulance service's Skoda Octavia car, 10 years old with 214k+ miles on the clock. I doubt it has any substantial modifications other than a livery, lightbar and maybe some storage and electric stuff in the back.

It's no different to a plumber or electrician needing to replace a kitted-out work van.

Indeed. Surely every Fleet Manager who has vehicles operating in London would have checked the ULEZ status of their vehicles and made the necessary arrangments?

A private business should understand the environment that they work in, including any payments required to operate in central London. Just because the private business operates in healthcare is irrelevant.

Also, does Sadiq Khan clamp each vehicles himself? If so, that’s impressive.

“Mr Laverty has been informed on several occasions that his vehicle is not exempt from ULEZ and that he will need to pay when driving his vehicle in the zone“.

Seems to me that he’s been ignoring advice, racked up fines which have gone unpaid and then TfL have sent the bailiffs in as they would with any other non-payer.

Play silly games, win not so nice prizes…

it's not even that , it's used to move medical supplies around London.
I have seen private ambulances at our local hospital, not seen any on blues but if you do a YouTube search there are a few videos.

However does it not say somewhere in one of the videos that it is taxed as an ambulance, if all it is doing is moving medical supplies why is it allowed to be taxed or even marked as an ambulance?

I think "London Medical Response Ltd" have bigger problems - their accounts are overdue and the first strikeoff notice was published a month ago.

He appears to be a "Person of Significant Control" in the 2nd company. It's Phoenixing.

(Some might suggest that he was setting up companies and then winding them up before HMRC came knocking for tax and NI whistle. Unfortunately for him it appears that TFL are more proactive in chasing debtors than HMRC)

It quotes him as saying it in the MyLondon article "The vehicle is classed as an emergency vehicle and has an NHSV taxation.”

I don't think "NHSV" is part of VED, but I believe the rules regarding ambulances are fairly lax, but the rules actually seem quite strict so I don't know how a response car would be deemed exempt:

"6 (1) An ambulance is an exempt vehicle.
(2) In sub-paragraph (1) “ambulance” means a vehicle which—
(a) is constructed or adapted for, and used for no purpose other than, the carriage of sick, injured or disabled people to or from welfare centres or places where medical or dental treatment is given, and
(b) is readily identifiable as a vehicle used for the carriage of such people by being marked “Ambulance” on both sides."

While a response car could be used for carrying people, and be adapted in various ways to meet that requirement, but if it's used for response work, moving equipment and supplies around, commuting etc, then it would not be eligible for the exemption.
