I remember a similar thread a long while back.
The explanation at the time was that when trying to restrain a non-complaint person, punches of this nature was part of training.
The logic being that when someone is resisting, several punches might disorient them sufficiently to get the cuffs on.
I don't know to what extent that was true, or whether it still forms part of any police training.

Meh. Having watched the (very short) video, my pitchfork will remain in the cupboard.
The guy is clearly resisting as much as he can, as the male officer is struggling. The female officer seems lost.
I have never tried to get a resisting person into handcuffs (or indeed anyone who isn't resisting).
I would use the sergeant Wilson approach: "I say, would you mind putting on these handcuffs"
And when that doesn't work? Tickle them into submission? Bore them with anecdotes about BMW's chocolate oil gaskets?
Or just let suspects just wander off? We don't know the crime alleged either.
I recall reading that in young offenders centres, an authorised distraction technique to deal with kids offering violence is to simply bend their thumb backwards until it breaks. Apparently the pain is quite distracting.
So I can well imagine a range of options are open to the police. I assume he wasn't able to use his baton, and didn't have a tazer.

Sacked for gross misconduct after two years. No prosecutions though. And they both lied about it in their statements (despite wearing cameras- idiots).

Agreed, this guy is clearly resisting arrest, what choice did he have? I know a Policeman who often has a female officer as backup and in this situation they are basically useless and it is up to the officer to protect himself.Part of the reason he is looking to leave the UK police and become a police officer in Australia.
Solely based on the short clip on the OP’s link, it’s impossible to say whether that use of force was justified or not.
I can think of a number of reasons why it may have been justified. Equally, I can think of as many why it would not be. It is utterly impossible to determine from that clip alone.
Once my leg is better, I’ll happily meet up with any PHer who’d like to try and handcuff me while I’m being no more than uncooperative. I’ll provide the cuffs and the key. I think it would be educational and informative just how difficult it can be to try and control a non compliant subject. Not someone who’s actively or aggressively resisting (or anything further up the use of force continuum), just non compliant.

Many years ago I watched multiple officers trying to arrest a bloke who was fighting like fury
At about 10.15 am on a Tuesday! I mean wtf is going on that he wouldn’t comply and it was hardly 1am on a sat night and drink to blame etc.
Another police van turned up and the biggest bloke you’ve ever seen got out. He beat the f out of him.
Bloke chucked in van. Job done.
I just happened to be in a slightly odd place to observe it all. Was I going to end many officers careers ? I mean I’m an upstanding gentleman and my statement would hold weight.
No. Because I’m not some bouncing smack head fighting on a Tuesday morning and isn’t doing as I’m told.
I’d like to see the police deal far more violence out to the scum of society. You’d be far less big and clever of you need a baseball bat was going to belt you in the chops.

It’s pretty crap that the video has been cut to only show that 13 second clip. The only reason for that must be that the person who shared it knew it would change the opinion he wanted people to have if he shared the entire confrontation.
The arrestee could’ve had a knife, a gun, a sword, just punched an old lady, you have no idea with just that short clip.
It does look like the woman behind is just patting his thigh or something while the man is left to deal with the situation.
