It does mean he effectively can't leave Russia any more. Even if he's going to a country that won't act on the warrant, it is still a huge risk of being intercepted in international or a other countries airspace. Similar to how Belarus arrested that journalist on a Ryanair flight that was just passing through their airspace.

Do you really think he had any intention of leaving Russia? Or even straying too far from Moscow….
