Huh.

Can't find any other info as to what this means other than it means they can't be charged with that specific crime. Does it mean they get charged with another degree of homicide, or does it mean a manslaughter charge, or no charge at all for the homicide?
The argument about brain development is also going to open a whole kettle of fish.

As soon as I started reading this - my inital thought was "It has got to be from the land which gives us on packs of peanuts "warning contains nuts".

I was not disappointed. It could be no other.

I was not disappointed. It could be no other.
Just a point of accuracy a peanut isn't a nut its a legume.

Meh, so obviously stupid, it won’t go anywhere. Besides, in the vanishingly small chance it did go through, it’d only be applicable to the state of Maryland, a relatively small northeastern state.

But one with a significant drug and gun problem and a police dept that is historically below par.
