This is unfortunately true I did some partnership work with the local authority in a U.K. city identifying all the rough sleepers and some did actually already have homes, either private or social housing
The authority made available social housing for everyone sleeping rough in the city. Many wouldn’t entertain it, some took up the offer but quickly abandoned the provided place, some did adapt back into the mainstream and took the help and assistance offered but far from all of them
Sure there were lots of mental health issues, substance/alcohol abuse etc
But there were many that just wanted to be where they were and the back stories of many were quite impactful
I don't think people choose to be homeless but they do choose in some cases the escape of addiction versus a form or shelter with rules. Choose is a hard word so I mean it softly as I am not sure smack addict is something people think yep looks good to me. Clearly tomorrow of we could magic up 3000 homes we would still have some rough sleepers and likely not a small number either.
