A brief look suggests it is only the selling agents who want this, both the fishermen and the smaller buyers are happy with the current situation.

I don't know much about buying and selling fish but you'd assume that the people group buying are smaller traders who don't want to overstock.

It looks to me like a blatant attempt to push those guys out in favour of the bigger guys.
