A brief look suggests it is only the selling agents who want this, both the fishermen and the smaller buyers are happy with the current situation.

I don't know much about buying and selling fish but you'd assume that the people group buying are smaller traders who don't want to overstock.Port authority wants to stop bidders combining bids. Presumably the change will benefit the largest businesses.
It looks to me like a blatant attempt to push those guys out in favour of the bigger guys.
