The article says the proposal is tongue in cheek, however the creation of a large electric vehicle charging infrastructure in a state with a population of under 600,000 and an area greater than the United Kingdom may not be justified either financially, or for the sake of the environment, with current battery technology.
Yup - it was a political stunt by those who wish to keep propping up the Wyoming oil industry....

Makes a great politically charged news bite for people to jump onto, but in reality it was just a stunt. It didnt pass and it is unlikely to pass in the future.
Having been to Wyoming several times, EV's are really not a big thing there. Its big, dispersed and of mixed environments. Weather can be harsh in winter, roads can cross the plains but also take you up and down some dramatic mountain ranges. Oh, and there are approx 600,000 people who live there....
Its a beautiful place, but its pick-up central with a lot of farming and agriculture there. Its really not your leftist, climate changing EV buyer market.

There are by UK standards, very large distances between Wyoming towns, but I'm sure there are many (not all) vehicle users who rarely leave their own town though and an EV as the second vehicle would make sense. The bigger limiting factors is likely the weather, the cost of EVs and the lack of 4wd/truck EVs...
