Didn't one of those Jack Ryan books/films have a plot about a German/Austrian cabal of Fascists with aristocratic pretensions plotting to blow up the world and install a new German Reich?
I remember the days of the Red Army Faction in Germany causing havoc, there's always been a tendency to lunatic fringe groups in Germany, sad to say. One of them got into power once and caused a World War and genocided millions of innocents, but other than that they've been mostly unsuccessful thankfully.
At least these guys who have been busted were wanting to re-install the Second Reich, not the Third one.

I'm sure our millions would be highly receptive to a group of unattractive bald men in late middle age wearing 3/4 length shorts appearing outside Downing St telling us how it's going to be. That's if they're articulate enough to express what they want.
And defeated the police, armed forces, multiple millions of regular folk and stayed out of court, and social media, long enough to do it.

This one does seem quite an advanced and organised plan, but I do wonder how many of these go festering and undetected at any one time.
