It's an example of western hypocrisy.

We're absolutely 100% fine doing business with some of the most despotic and evil regimes in the world as long as it makes us money but in some specific circumstances we start moralising about human rights, labour laws, treatment of women and minorities.

Councils need to have cash available to pay debts as and when they come due. Some of those debts may need paying in 7 days, 3 months, 12 months or 5 years. So they will invest the spare money until it's needed. Any returns from investments reduce the pressure on the General Fund.
