I can see that power station on a very distant horizon from the outskirts of Sheffield in a clear day. But at such a distance, I can’t see the smaller, lower-lying objects like that tyre dump.
It would appear that the tyre dump is exactly in my line of sight of the power station itself, hence my confusion / incorrect belief that the power station itself had gone up in flames.

Vast amounts of tyres there which don't seem to have moved, and look overgrown. Is there any restriction on how long they can be stored, or can a business just pile them up until somebody accidentally sets fire to them?

The land owner needs to clean up a bit now, but at least they no longer have to pay a huge amount to recycle the tyres.
