They would presumably only step in if they thought he was using fake cake.

Might have been more appropriate if he had smeared it with a dish of Italian origin consisting of a round, flat base of leavened wheat-based dough topped with tomatoes, cheese, and often various other ingredients. Because then it could be the Mona Pizza.

That might have more to do with the fact that, in my one experience, it is always surrounded by a large crowd. Bit hard to settle down and peacefully contemplate the picture.
