I blame the parents

I know. Grr indeed. No consequences to your actions.
But at the same time I think the criminal justice system/mechanism isn't suitable for a 9-year-old. What's the solution?
If he's not accountable, it follows that his parents are. Ergo, secure accommodation where they are taught to not be sBut at the same time I think the criminal justice system/mechanism isn't suitable for a 9-year-old. What's the solution?

When kids commit crime that deprives others of their possessions - like stealing cars - the police should empty their house of toys, video games, mobile phones, expensive training shoes, etc, make it into a nice neat pyre and burn it in front of them.
In this case either the kid or the parents would just go and steal some more.In some ways I feel sorry for the kid. It's going to take a miracle to sort him out.
How can we possibly comment on the case without knowing even the most basic of background information? Even the Telegraph can't make much of an article out of this.
I agree there's something completely f
ked up about a 9YO being arrested for drink driving but we have no information about what his parents (or foster parents / care home) are doing to curb his behaviour, whether they're already at their wits end and desperately need some help, or whether they just laugh about it and simply don't care.
All we have is a soundbite. A scary soundbite, but that's it.

A view that the evidence I have seen does not always support sadly. One case I am aware of was where a child, from birth, was constantly bruising and distress. The parents made regular trips to their dr about this. On one occasion they had to take the child to hospital with a suspected broken arm after the father had lifted them out of their cot. Immediately the Police and Social Services were called, the father arrested and the child and their two siblings removed from the parents.
Even thought the first child was still constantly bruising and suffered broken bones in the care of the foster parents it had been placed with it took them 18 months to concede that the client suffered from a condition where the lightest touch could bruise them or even break a bone. During this time the two elder children had turned from well adjusted kids into nightmares with constant issues with integrating with old friends and bed wetting together with an almost loathing for their parents.
I have a very low opinion of Social Services and nothing I have ever heard, including from first hand accounts given by people on the inside in many instances, has ever done anything to elevate this.
Unfortunately you've all made an error in your responses.
Blame the parents, plural, I'd put money on the fact that this kid probably has only one parent in his life. That is the problem with most problem children I think, Cameron was supposed to be sorting out the benefits system and returning family values to the country, he's failed completely as he has on many other promises.
