My mistake, it's the teacher that has been sentenced... Got the sex pervert cases mixed up!

eBay used to list actual chloroform for years, from a small chemicals supplier, I remember speaking to a friend who worked in the sector that the seller eventually removed it after they had numerous contacts with police who had found the product with suspects. (I'm no expert in kidnapping but I believe it'd not actually be effective for that purpose)

It's clear he was in no way capable of doing it alone (unfit, couldn't drive, low IQ), but he was seeking out others to assist, and as has been seen in other cases there are plenty of others willing to assist for money/kudos/fun, and he was discussing and arranging it seriously with somebody. Also there is the other possibility that he might have attempted it and badly botched it.

Top marks to the (presumably) FBI guy for continuing to engage even though he realised it was somebody in another country planning something against somebody in that country. Hopefully he got recognition for it.
