Whilst the two incidents are not linked directly, it looks pretty clear that her, or her partners driving was likely to attract attention, and the previous stop was likely reasonable, and nothing to do with their raceHaving more than 12 points is rare but can happen.
Of course two of the officers subsequently using the 'I think I can smell Cannabis' line is completely unacceptable and speaks to their personal integrity, or lack of, hence their dismissals

Yeah, it’s not an attractive headline, is it? Taking the article as a whole maybe the panel’s conclusion is appropriate. Let’s hope she learns that salutary lesson.
