I know I could Google it, but if the locals want it and the MP is supporting it, why’s it non-executable?

Because the LS29 postcode council tax funds 9-11% (IIRC) of Bradford's council tax intake, as it has so much high value housing stock.

And just because an MP wants something doesn't mean new councils or changes to council boundaries can be created.
