It sounds like he was probably not able to carry out the exact plan himself, but probably would have got the undercover officer to do most of it if he was genuine. It mentions that the officer had sent details of a fake flight booking and ID.
The fact that he previously threatened and locked young girls in a store room and attempted to abduct somebody from a train using extreme threats shows that he's not just a keyboard fantasist and will act on his plans.

The fact he's fat or might not have been successful on this attempt is not mitigation.
At some point he's going to be abducting, raping and possibly murdering a woman. It's only a matter of time.

Presumably the others in the group didn't know what he looked like and his intentions coupled with his preparations might encourage other, more able bodied, nutters to act. That would worry the authorities. DickyC said:

If an official Security position, they should have passed an SIA test and have a disclosure test (DBS). If he has previous, then he should not have been in position. Was it an official position?
(My Son works as a Security Guard which helped him through Uni and keeps him employed while trying to get a job related to his degree).
There was one who was a bit of an "Andy McNab" Walt type which was quite amusing...
Ended up working some venues where at 2159 on an any given weekend night a couple of degenerates aka jacket fillers would rock up to the door scruffily dressed and no clue nor interest in the job. Quite often, if they came from a rough area they had the bright idea of telling their mates beforehand that they would "get them in the club" so I'd be tasked with dealing with them and knocking them back if they weren't suitable.
Some of the companies that contracted these guys out to us were taking the mick with rates to, £20ph+vat per body. We had five turn up one night and my colleague said "I'll give you a you a tour and show you the fire exits then get you all some radios." only to be told "No need, none of them speak English".
Useless and in my opinion a liability to staff and punters. Glad to be out of it now. The SIA test is too easy and doesn't cover enough aspects of the role. 19 questions on different colours and types of fire extinguishers, 1 single question on licensing laws.

You'd hope the "climbing over the wall" part might not be taken completely at face value when it comes to determining his guilt. If he hadn't been able to get over it, sure he would have found a different method of getting to her.
Needs locking up for a very long time before matters get worse.
