Netflix not showing subtitles on foreign language scenes

Watched a few films which are mainly in English but have foreign language scenes and no subtitles automatically pop,up.
The only option is to switch on CC subtitles which I believe is for deaf people as it describes noises etc.
Case in point, tried to watch The Vault this evening,
Any ideas?

Netflix Chat?Yep I've had this multiple times across stuff. Last big one that was a joke was Pacific Rim Uprising. There's loads of sections in Chinese, no subtitles. Not like you need it to follow the plot but still.
ETA It's usually on my phone with downloaded titles, switching subtitles on/off didn't work neither did CC.
