I've just been looking for it on Google Earth (Aston Rowant) without success...

The location's visible in the Geograph link - scroll down the page to the OS map excerpt. It's just to the west of the bend.

i think its on the 90deg bend prior to kingston hill / kingston blount

aye, that roof is def. the factory in the geograph link.

however it appears i can't link to google maps for toffee

Seeing that and hearing about Chris Ostwald's previous planning issues, I think he chanced on either paying less for the necessary earthworks or realised he could get a basement level in for only the cost of the extra steel, it's not as if you don't know the height of a factory fabricated frame. I don't blame the neighbours at all, Grand Designs did a very clever job of portraying the issue in the way that they wanted but failed to show the issue in a fair light.

what is the guy actually alleging about the lcoal council (the neighbour that is)

GD were taking liberties with their editing - oddly I am sure the show would have been 10x more interesting if they had shown more of this issue.

Interesting that the vote on the blog, on what would you do, is split 77 votes each. I know that I would not have stood by and let the build go ahead unchallenged. Mind, I suppose it depends on what was there before the new-build.

Derelict bungalow apparently.

ETA: The neighbour said the land the mill is on is 160ft across and had he built in the middle or at the other side there probably wouldn't have been an issue, however he chose to build right next to them

And to have to wait 18 months for a 10-minute meeting - pathetic, but what do you expect from a Council? I wondered how many of them voted 'yes' because they didn't want to look bad on TV...
I suspect that the planning officer made a recommendation to approve, submitted it to the ward member for his opinion and it was referred to the planning committee.

I doubt the application was delayed for eighteen months before going before the committee because it might then have been approved automatcally for 'non-determination'.

I doubt the TV cameras had any influence on the outcome.
