LCD screen can accept input of HDMI and PC Input

Whats the cheapest way of been able to plug my sky box into it? When I say cheap, I don't want signal loss, but don't want to spend £400 on an av tuner etc.

I found something like this, but not sure if its going to be crap.

What I guess I basically needs is something to convert scart output to hdmi, or just pay sky for the HD box?
