I guess its a panasonic TV and youve pluged it into AV2? Try pressing the green button on the TV remote twice
If its not quite that simple it does sound like the input you have connected the freesat to is switched to s-video (sometimes Y/C on some TV models)

Check the PAL-NTSC settings on the box and TV and make sure they are both set to PAL. Maybe the old TV is muti-system and the new is PAL only??
Also check the Box is set to output RGB rather than Composite Video, this will improve the picture via the scart.
I think your right about the Pal settings as I plugged it into yet another tv upstairs and was fine, so im guessing the old toshiba set I had was not compatible with the freesat box.
