Yes it can, but it won't work the other way round. Though the bigger question should be why are you using composite as it's the worst form of video connection...if you have an S-Video source you should be able to connect it to most displays (maybe have to use an S-Video to scart and use the scart socket that accepts S-Video as sometimes only one socket will and the other is for RGB or composite).
