On cable: it is a type of set top box that can be used to obtain services illegally. Unless you live in Leeds at the moment, or anywhere else in the UK by the middle of the year. You cannot legally connect one to the Virgin Media cable network, but a lot of people do.

On Satellite: I believe they can be used to receive FTA channels from the Astra satellite, and also control a motorised dish so you can receive FTA channels from other satellites. I'm not sure of the satellite uses for it though, nor of the contractual or legal limitations.
