Bare with me, this isn't as simple as it sounds!
I have a flat I rent out with the following issues:

1) TV aerial reception almost non-existant (sea level, lots of hills, transmitter distance).
2) Leasehold, satellites banned, avoiding contact with freeholder as in process of buying freehold.
3) Is a Virgin cable area. When NTL put the service in originally it was on the basis that they provided basic free TV to everyone. We used this for years. Virgin have decided to close this down. I do not wish to pay Virgin out of the rent for basic TV (£11 per month without phone) but tennants have a right to basic TV.

Any thoughts would be greatly received! Thanks.
